The Transportation Committee considered SENATE BILL NO. 28                     
"An Act repealing an additional fee for motor vehicle registration not         
conducted by mail and limiting motor vehicle emissions inspection              
to once every two years" and recommended it be replaced with                   
                                                                               
CS FOR SENATE BILL NO. 28(TRA), entitled:                                     
"An Act relating to transfer of motor vehicle                                 
ownership, motor vehicle registration fees, and                                
motor vehicle emissions inspection; and providing                              
for an effective date."
